We work together with Missouri's Department of Health and Senior Services (DHSS), Home and Community Based Services Division (HCBS) to provide Consumer Directed Services (CDS) to aged and disabled Medicaid participants throughout the state of Missouri. Understanding Consumer Directed Services
What is Consumer Directed Services (CDS)?
Consumer Directed Services (CDS) is a Medicaid-funded program in Missouri that empowers disabled or elderly individuals to hire a trusted caregiver to assist with daily living activities. This caregiver, known as a Personal Care Attendant (PCA), can be a friend, neighbor, or family member (excluding spouses or legal guardians). PCAs provide support with essential tasks, such as:
Daily Chores & Homemaker Activities
Meal preparation, housekeeping, and medication reminders.
Personal Hygiene & Grooming
Bathing, dressing, and maintaining cleanliness.
Mobility & Transportation
Helping with movement, running errands, and shopping.
Administered by the Missouri Division of Health and Senior Services (DHSS), this program is available to eligible adults aged 18 and older. The purpose of CDS is to promote independence by allowing participants to select and manage their caregivers while partnering with a CDS provider, like CarePartners, for payroll, compliance, and administrative assistance.
Am I eligible for the Consumer Directed Services (CDS) Program?
CDS is intended for people who have difficulty performing daily activities due to physical disabilities or illness. Here are the requirements to be eligible for CDS:

Missouri resident above the age of 18

Have active Missouri Medicaid coverage.

Have a physical disability that makes it very difficult to perform activities of daily living (cleaning, cooking, bathing etc.)

Be capable of self-directing your care.

How Our CDS Program Works
1. Get Assessed
A Senior Social Services Specialist from the state of Missouri will visit your home to evaluate your eligibility for the Consumer Directed Services (CDS) program. During this assessment, you’ll learn how many weekly hours of care you qualify for.
2. Choose A Caregiver
Select a caregiver you trust—whether it’s your daughter, son, relative, or a close friend. We’ll guide you through an orientation call to complete your enrollment and get everything set up.
